If Google Ads produces leads but few customers, first locate the break between the recorded conversion and the sales outcome. Confirm that enquiries arrive, agree what makes a lead suitable and review what happens after contact. Increasing spend before this diagnosis can increase the same unresolved problem.
This guide is for service businesses reviewing an existing campaign or deciding whether to hire a Google Ads management agency. It provides a practical investigation sequence for local businesses in Thane and companies serving international markets. It does not assume every weak sales result is an advertising fault.
Define the problem using the same lead cohort
Choose a group of enquiries received during a defined period and follow those same enquiries through sales. Record the service requested, location fit, contactability, qualification status and outcome. Keep undecided opportunities open rather than classifying them as lost simply because the reporting month ended.
Avoid comparing this month’s advertising spend with all revenue booked this month when projects take longer to close. Older leads may account for those sales. Separate poor fit from poor follow-up
Use a small set of agreed disqualification reasons: wrong service, outside delivery area, invalid details, duplicate enquiry or another documented mismatch. An unanswered call is not automatically a poor-quality lead. Record contact attempts and whether the prospect had a reasonable opportunity to respond.
Ask the sales team to explain a sample of lost opportunities in plain language. Did the prospect want a service you do not provide? Did the offer differ from what the ad implied? Was the project suitable but not ready? Was no one assigned to follow up? These distinctions lead to different changes.

Read cost per qualified lead alongside the counts
For a clearly defined group, divide the associated advertising spend by the number of qualified leads to obtain an advertising cost per qualified lead. State that this excludes management fees and other costs unless you deliberately include them. If there are no qualified leads, report the spend and zero count instead of presenting a misleading cost figure.
Compare periods only when the qualification rules and attribution approach are comparable. A lower cost per submitted form can coexist with worse lead quality. Equally, a higher qualified-lead cost may reflect a more demanding service brief. Neither measure establishes profitability without the later sales outcomes and delivery economics.
Agree on one accountable improvement plan
Bring the account manager, website owner and sales contact into the review. Select the highest-confidence issue, name an owner and define an acceptance check. Tracking repairs, page changes and follow-up changes should be documented so subsequent reports can explain what happened.
If several changes are necessary, record their timing and dependencies. Avoid attributing a later improvement to one edit when several things changed together. Review the outcome after allowing for the business’s actual sales cycle, and retain unresolved questions in the report.
