How to Review Google Ads Search Terms Before Cutting Your Budget

Review Google Ads search terms before cutting your budget. Separate irrelevant intent, page problems and lead quality with a practical decision worksheet.

Separate irrelevant searches from relevant demand that needs a better page or enquiry journey. Use a practical decision worksheet before changing your campaign.

Your Google Ads campaign can attract clicks from people who want a different service, a job or free instructions. Before cutting the whole budget, review the searches behind those clicks and ask whether the offer, page and enquiry process match the intended buyer.

A useful search-terms review separates clearly unsuitable intent from relevant demand that needs a better customer journey. Record the evidence and the proposed action for each group. Avoid treating every search without a sale as wasted traffic.

What is the difference between a keyword and a search term?

A keyword is part of your campaign targeting; a search term is what a person searched. Google's search terms report shows searches that triggered ads, with privacy-related omissions for some low-activity queries. It is therefore useful evidence, but not a complete list of everything every visitor searched. Source: Google Ads documentation.

Ask your manager to include the campaign, relevant keyword where available, date range, cost and defined conversion action in the review. A spreadsheet containing only search phrases cannot show which campaign needs attention or what the reported result means.

ObservationQuestion to resolvePossible next step
Job or training searches for a service-only businessDoes the business actually offer employment or training through this campaign?Review clearly irrelevant terms for exclusion with the campaign manager.
A relevant service search reaches a general homepageCan the visitor find the exact service and next step?Improve the destination or message before assuming demand is poor.
Relevant enquiries fail the project-fit checkAre project requirements and exclusions explained?Clarify the offer and capture the information sales needs.
Reported conversions exist but no enquiries arriveWhat action is counted, and where should the enquiry be delivered?Check measurement and delivery separately.
Very little activity has accumulatedIs there enough evidence for the proposed conclusion?State uncertainty and agree a review point instead of claiming success or failure.

Google describes using irrelevant search terms to inform negative keywords. The choice needs context: excluding a broad idea without checking your actual offer can also remove useful demand. Ask the manager to show the proposed exclusion and its intended scope before approving it. Source: Google Ads search terms guidance.

Review search intent, match the offer, confirm enquiry delivery, then assess project fit.
Search relevance and qualified project enquiries are separate checks.

How should a service business judge lead quality?

Define an enquiry as a contact request, a qualified lead as an enquiry meeting agreed commercial criteria, and a customer as someone who has purchased. Keep these stages separate in reporting. Clicking a phone button does not establish that a conversation happened or that the caller was suitable.

For a hypothetical Thane commercial maintenance company, useful qualification might include the job location, property type and service required. For an India-based software team selling to US businesses, useful qualification might include project scope, delivery expectations and the buyer's decision process. Use your real acceptance criteria rather than copying another industry's list.

Where available, compare campaign reporting with enquiry records and sales feedback. State any attribution gaps. Do not imply that every enquiry can be traced to an individual search term, or publish personal customer details in a review document.

What should you ask your Google Ads manager to deliver?

Request a concise review containing:

  1. The date range, campaigns and conversion definitions used.
  2. Examples of relevant, unsuitable and ambiguous intent.
  3. The proposed action, affected campaign or page and the reason for it.
  4. The person responsible for implementation and approval.
  5. A change record and the evidence to examine at the next review.

If relevant visitors arrive but forms fail, prioritise the repair. If enquiries arrive but sales follow-up is missing, assign that responsibility. If the searches consistently describe a different offer, review targeting and messaging. These are different problems; one blanket budget change cannot diagnose them.
